Steven P. Beltran

Steven P. Beltran is a Senior Partner in BELTRAN SMITH, LLP. He has over 36 years' experience with services and programs to those with special needs. He is a past President and past member of the Board of Directors of the Frank D. Lanterman Regional Center for the Developmentally Disabled. Mr. Beltran received his Bachelor of Science Degree in 1972 in Political Science from Long Beach State University. He received his Juris Doctorate Degree in 1976 from Hastings College of the Law in San Francisco, California. In 1997 he obtained a Certificate of Professional Designation in International Trade from the University of California at Los Angeles, California. In the early 1980s Mr. Beltran drafted and successfully co-lobbied for the passage of State Senator Roberti’s Senate Bill 1115, enacted as California Penal Code §1001.20, which established provisions for the diversion of non-violent mentally retarded offenders into habilitation programs administered through California's 21 statewide Regional Centers for the Developmentally Disabled. Mr. Beltran is licensed to practice in all courts in the State of California, before the United States District Court for the Central District of California, and before the United States Supreme Court.

Mr. Beltran's Practice Involves:

  • Civil litigation for Plaintiffs' Personal Injury and Government/Municipal Tort Liability for injuries to children in special education classes and in foster care;
  • Structured and Special Needs Trust Settlements;
  • The establishment and administration of Special Needs Trusts for children and adults with special needs to ensure continuing eligibility for government benefits;
  • Wills & Living Trusts Planning for families including children with special needs;
  • Probate litigation in Elder Abuse, General and Limited Conservatorships, Guardianships and Mental Health proceedings.
  • Court Appointments as Trustee for Special Needs Trust beneficiaries;
  • Court Appointments to prosecute civil and probate actions on behalf of juvenile court dependents pursuant to Welfare & Institutions Code §317 and 317(e);
  • Court Appointments as Probate Volunteer Panel Attorney for prospective wards and conservatees in probate and mental health Superior Court proceedings;
  • Member of the Los Angeles Superior Court Alternate Dispute Resolution "ADR" Probate Mediation Panel; and,
  • Private Mediator in Civil and Probate matters.
