Steven P. Beltran is a Senior Partner in BELTRAN SMITH, LLP. He has over 36 years' experience with services and programs to those with special needs. He is a past President and past member of the Board of Directors of the Frank D. Lanterman Regional Center for the Developmentally Disabled. Mr. Beltran received his Bachelor of Science Degree in 1972 in Political Science from Long Beach State University. He received his Juris Doctorate Degree in 1976 from Hastings College of the Law in San Francisco, California. In 1997 he obtained a Certificate of Professional Designation in International Trade from the University of California at Los Angeles, California. In the early 1980s Mr. Beltran drafted and successfully co-lobbied for the passage of State Senator Roberti’s Senate Bill 1115, enacted as California Penal Code §1001.20, which established provisions for the diversion of non-violent mentally retarded offenders into habilitation programs administered through California's 21 statewide Regional Centers for the Developmentally Disabled. Mr. Beltran is licensed to practice in all courts in the State of California, before the United States District Court for the Central District of California, and before the United States Supreme Court.
